How can a woman be "hood" but cly at the same time?

When I think cl I think of clean-cut, well mannered, and some what conservative women. I cant really think that an individual can still be "cly" while having tattoos, using profanity, or just very unlady like, yet I know of some young ladies who will still claim that they are cly. Does the definition of cl change depending on where and how you were raised??
