Did George W Bush or Tom Delay know about abuse of teen age boys incarcerated in Texas?

There is a scandel brewing in Texas of long known and ignored abuse in homes for wayward pre-teen and teen age boys in Texas. This is said to have been going on for quite a while. Did Tom Delay and/or George W. Bush, when he was Governor of Texas, know about it?
