Our truck was stolen, recovered, been in body shop now mechanics looking at it?

The truck seems to need some minor work, it won't p smog. my question is will the dmv be understanding & not fine us or what should I expect. we cancelled our ins. on the truck when it was stolen,it was in the body shop about 4 mths. cause we neede bumpers (1988 Toyota) I got the ins. going again last week even tho we can't drive the truck.
