What does this court order mean?

I recently filed for an expungement in Pennsylvania. They sent me a court order saying that I need to notify the commonwealth about my petition and within 20 days, the commonwealth needs to answer. How do I go about doing this? How do I notify the Commonwealth and how will I know if they answered or not?
