When submitting a synopsis to an editor/publisher, does it have to include the ending?

Yes. ALWAYS give them the ending. If you don't, chances aren't good they'll request to read the novel. That's the entire purpose of the synopsis--to tell them exactly what your book is about, from beginning to end. Don't keep stuff out for suspense. Tell it ALL.
